On April 17, the Zhejiang Provincial Cultural Heritage Bureau released the list of exemplary cases for high-quality cultural heritage development in 2024. Lishui’s “Innovative Practice of the ‘Four Universals’ Concept: Pioneering New Pathways for Cultural Heritage Preservation and Utilization” was selected as a model case in the “Shared Development” category.
To advance the high-quality development of cultural heritage and highlight exemplary practices, the Provincial Cultural Heritage Bureau organized the selection and promotion of outstanding cases for 2024. After submissions and recommendations from various regions and institutions, 15 cases were chosen across five categories: innovative development, coordinated development, green development, open development, and shared development.
In recent years, the Lishui Museum has pioneered an innovative approach centered on “universal protection, universal narration, universal showcasing, and universal utilization” of cultural relics, fostering deep public participation in heritage preservation. This model has effectively addressed challenges such as weak conservation capacity, limited outreach, and insufficient market value realization.
Relying on the digital platform, the museum of Lishui City has established a supervision system of “all-round, whole-system, all-field, and all-digital”, achieving digital and intelligent supervision of the safety of cultural relics. A volunteer team for cultural relics protection by all people has been formed, and volunteers for protecting cultural relics have been assigned to cultural relics protection units at or above the county level, creating an atmosphere of “joint construction and shared benefits by all people” for the protection of cultural relics. The first “Lawyers’ Team for Protecting Cultural Relics” in the province was established to lead the public to participate in the protection of cultural relics. Up to now, the number of members of the all-people cultural relics protection team has reached more than 400, and a total of 12 online and offline legal publicity lectures have been carried out.
In addition, by formulating the “Charter for All-People Interpretation Services”, the city museum has established a team of all-people cultural relics interpreters, covering diverse groups such as overseas Chinese and cultural relics experts. Up to now, 200 volunteer interpreters have been recruited in the whole city, and 10 episodes of the column “All-People Talk about Cultural Relics” have been launched. The “Regulations on the Collection of Collections of Private Collectors by the Lishui City Museum” has been introduced. According to the exhibition level, the number of pieces, and the value of the collections, the exhibition lender will be given a subsidy of no more than 5% of the total exhibition price. If the number of free visitors during the exhibition reaches more than 10,000 person-times, a subsidy of up to no more than 20,000 yuan will be given. Up to now, the cumulative subsidy amount has been more than 5 million yuan.
Relying on cultural relics resources, the city museum has developed co-branded cultural and creative products with the help of social forces. The series of cultural and creative products, “Yu Yue · The Charm of Wood and Tea”, jointly launched by the Lishui City Museum and Lishui Shuangyu Cultural and Commercial Company, won the Bronze Award for Arts and Crafts at the 17th China Yiwu Cultural and Tourism Products Fair. By holding multiple cultural and tourism market activities such as the “Vientiane Bazaar”, more than 100 cultural and tourism units have been attracted to participate, and the cumulative sales have exceeded 300,000 yuan.
“The path of the ‘Four All-People Aspects’ breaks through the traditional model, turning the masses from ‘bystanders’ into ‘participants’ and making the cause of cultural relics protection a cause for all people”, a relevant person in charge of the city museum said that in the future, this model will be continuously deepened, the teams of all-people interpreters and all-people cultural relics protectors will be strengthened, and “Cultural Relics +” cross-border integration projects will be launched to enable the whole society to participate in the development of the cultural relics undertaking.
