Yesterday, at the production workshop of Zhejiang Lingchuang Electromechanical Co., Ltd., a designated-scale enterprise, production lines were operating efficiently to fulfill an order bound for Russia. A digital display in the workshop provided real-time updates on product output and progress.
Cultivating designated-scale industrial enterprises is a key driver for stabilizing and promoting the growth of the industrial economy. In recent years, Jinyun County has intensified policy support, deepened cultivation mechanisms, and innovated service models to fully support enterprises in scaling up and being officially registered, injecting strong momentum into the high-quality development of the industrial economy.
Lingchuang Electromechanical specializes in the R&D, design, production, and sales of electric tools, with products exported to Europe, the United States, Russia, and other markets. In 2023, supported by Jinyun’s preferential investment policies, the company launched production at its new facility in the county. Liu Shaohui, the company representative, noted that the decision to settle in Jinyun was based on its favorable business environment and well-established industrial ecosystem.
After relocating to Jinyun, Lingchuang gained sufficient production space and invested in equipment to enhance precision machining capabilities, enabling nearly full-process in-house production. This has significantly improved production efficiency and product quality. The company’s output value exceeded RMB 100 million last year, achieving designated-scale enterprise status. “After becoming a designated-scale enterprise, we received subsidies for equipment upgrades, and our brand recognition and market influence also improved,” said Liu. He added that the company’s output is expected to grow by another 20% this year, with plans to reach RMB 600 million in sales within five years.
To ensure enterprises can quickly begin operations and transition smoothly to designated-scale status, Jinyun has introduced a series of supportive policies to attract investments. Measures such as the “Construction upon Land Acquisition” approval mechanism have been implemented to build a full lifecycle service system for projects. The county has also established a multi-tiered incentive system to support enterprise scaling. Companies that meet monthly output thresholds after reaching designated-scale status receive tiered rewards of up to RMB 400,000. Since 2021, a total of RMB 24.2 million in “small to designated-scale” incentive funds has been disbursed, with an estimated RMB 7 million planned for 2025.
“When we were preparing to move into Lijin Park and looking for suitable factory space, the government gave us a lot of guidance. Later, whenever we encountered problems, the relevant departments always responded promptly,” said Hong Jiali, General Manager of Zhejiang Enjia Intelligent Technology Co., Ltd., a local enterprise specializing in lithium-powered garden machinery. “We’ve invested and set up factories in other locations before, but ultimately chose to return to Jinyun due to its superior business environment.” Thanks to targeted government support, the company successfully transitioned to designated-scale status last year. It has also made major R&D breakthroughs, with over 50 national invention patents filed for its independently developed brushless coreless motor technology for lithium-powered devices.
Positioning itself as a “co-runner” in enterprise development, Jinyun has established a three-tier enterprise support mechanism comprising service officers, task force members, and township industrial office staff. The Jinyun County Bureau of Economy and Commerce tailors scaling strategies for each enterprise and offers supporting services such as policy interpretation, operational guidance, and cost optimization to ensure comprehensive, end-to-end assistance.
In addition, for micro and small enterprises with potential to scale up and newly operational firms, Jinyun has created a key cultivation database for “small to designated-scale” enterprises to track their development in real time and ensure that all qualified enterprises receive targeted support.
By strengthening policy support, enhancing cultivation efforts, and optimizing guidance services, Jinyun has seen remarkable results. Since 2021, a total of 191 enterprises have successfully scaled up to designated status, including 70 on a monthly basis and 121 on an annual basis, bringing the county’s total number of designated-scale industrial enterprises to 365. In 2024 alone, 59 enterprises achieved designated-scale status—a record high—contributing to over 50% of the county’s total industrial output.
